I've been having problems with my iPhone 6 for about 3 months now (photos and music disappearing, extremely slow, etc.), so I thought that the iOS 10.3.1 update would solve my issues. It ended unmaking things worse. I'm not having these issues anymore, however I haven't been able to log into iCloud since this update (but my iTunes account is working and I've been able to purchase from iTunes and the App Store perfectly fine). My contacts, email, reminders, photos, iMessage, etc. are all not functioning properly or at all right now, and I'm extremely frustrated as it's been like this for about a month and a half. I've tried everything to try to fix it, but nothing works. It won't even let me log out of iCloud (the "sign into Apple ID" popup comes up every time I try and it just won't log out), and I've done a hard reset what seems like 100 times. Yesterday, I saw that there was another software update (10.3.2) that included "iPhone bug fixes", so I thought that this would finally fix my phone. Nope. I'm still having the same iCloud issues as before. I've even tried deleting my phone from my iCloud account via System Preferences on my MacBook, but that hasn't worked either. I logged on to iCloud.com and it doesn't even list my iPhone in my account there. I've basically tried everything except a factory reset and restore from a backup, which I'm not even going to attempt because my phone also doesn't seem to be backing up to my MacBook properly (which is an issue that started with all of the other problems I mentioned at the beginning of my post). Also, I'm not sure if this is related, but since I updated to 10.3.1, under the "use cellular data for:" section in my cellular settings, the only apps listed are FaceTime and Wallet. If anyone else is having these issues, please let me know if any fix worked for you. I'm hesitant to call Apple Support because the only "help" I've ever gotten is them telling me to do a factory reset (which I've never needed to do because I've found actual fixes elsewhere). There's clearly a compatibility issue with the new software and iPhone 6's, because I've seen others with similar issues.
I have worked on this issue with the following devices iPhone 5, SE, 6s & iPad 5th gen (2017). Only had the issue with known networks not coming from an Apple router. The 10.3.1 update was to fix some vulnerabilities with wifi which may have an effect on stored wifi networks. I have found that forgetting a known network then reconnecting has resolved the issue for me so far.

I have a little Korg that I used to plug and play. Uploaded to iOS 10.3.1 and started getting 'not supported' message about 3 minutes after connecting every time. I called Apple support few times to see if their next update will fix it and got a bunch of rubbish in broken English. Very unhappy with this update! THEY DID NOT. They came back after the first referral saying they needed at least 30 mins or so for me to hold on. I did and got cut off. No follow up and now the help support site seems to have crashed and even blocked my job referral email link they sent me advising me to find an alternative solution!!The only solution offered was to reformat and clear my phone as it had to have a passcode to unlock it after the update. I have had my iphone 5 since they first came out and it has never been locked or had a passcode or a finger print (they kept repeating this question) used.Not sure what to do now so I will go into an APPLE store tomorrow and hopefully they can either have found a fix for this problem or restore my phone to 10.3 which was working fine! I'm not seeing exactly what you describe in the article, on my iPad 4 with iOS 10.3.1. When I tap on Applications, I see the number of apps (100), and "inside", I see the text you list about "These apps may slow down your iPad...". No app names appear directly below that. Then I see in grey text "Updates available". Below that are app names, including apps that I upgraded today. I haven't counted, but I think all 100 apps might appear in this group. This includes major apps like App Store, Remote, FaceTime, Google, YouTube, Amazon Prime Video, Dropbox, etc. It doesn't make sense to me that these are all 32-bit applications, but it's likely that some of the apps I have installed are.
